Brief History of COA Regional Office No. IV-A (CALABARZON)

The Commission on Audit (COA) is the principal government agency tasked by the Constitution to conduct audits of all agencies of the government which include their income, expenditures and use of government resources.

In conformity to its creation under the 1973 Philippine Constitution, and in order to effectively carry out its constitutional mandate, COA has established regional offices throughout the country, one of which is COA Regional Office No. IV.

In 2002, Executive Order No. 103 dated May 17, 2002 reorganized the Southern Tagalog region resulting to the split of Region IV into two separate regions, Region IV-A (CALABARZON) and Region IV-B (MIMAROPA).

Accordingly, COA Resolution No. 2012-016 dated December 7, 2012 was issued, necessitating the division of COA Regional Office No. IV into two with each Office to be headed by a Director IV and assisted by a Director III.

In 2013, COA Regional Office No. IV-A (CALABARZON) came into existence as a separate Office and has since been under the stewardship of several Regional Directors, namely: Dir. Nilda M. Blanco, Dir. Cleotilde M. Tuazon, Dir. Janet D. Nacion, and incumbent Dir. Mario G. Lipana. The Regional Office was established to efficiently and effectively supervise the work of all auditing personnel in the five (5) provinces of Region IV-A comprising of Batangas, Cavite, Laguna, Quezon, and Rizal.

COA Region IV-A currently occupies the Region IV Building located within the COA Main Compound in Quezon City as its main office. From the time of its inception, COA Region IV-A has remained committed to COA’s mandate and will continue to safeguard government resources and render efficient and effective auditing services.
